		<description>By western standards, a good driver is one who obeys the rules of the road, which includes posted signs, lights, and yields to approaching emergency vehicles and pedestrians.

So probably there are very few good drivers per capita.
This is not to say the west doesn&#039;t have its terrible drivers, but driving a personal vehicle is sort of a new concept for the masses in China.  When you suddenly put millions of first generation drivers behind the wheel and turn them loose, they are bound to go through some growing pains that western drivers already have experience with.  So its all totally relative.</description>
