The Rover 400 was not based on the Honda Civic, they were a joint development involving R&D from both companies.

The Rover 45 was only a facelifted Rover 400, which was launched in 1995.
However the 400 used a platform (and most of the upper body, interior, electrical, fuel, HVAC systems, etc.) from the then-current UK-built Honda Civic, itself based on the 1992 Japan-market Honda Domani. This makes the platform the same age as the Citroën ZX platform. It also means that NAC-MG may have faced difficulties selling the car in export markets, due to the IPR for most of the car having been owned by Honda, not MG-Rover and therefore not NAC-MG or SAIC.
