What Chapter 11? GM to build R&D center in Anhui
Despite its American parent staring death in the face, Shanghai GM is doing rather well, with a new plant opening yesterday set to produce the Chevrolet Cruze, as well as the Firstland and GL8 MPV’s. GM’s new R&D center is to be built in co-operation with SAIC, where as their other new R&D Center appears to be GM only.
The new R&D center is expected to cover an impressive 5.6 square kilometers of ground, and will require 1.6 billion of investment to be built. The center will then be able to work on 140 cars at the same time, and will have an extensive track for testing. The center is expected to be the most advanced of its kind in China.

When GM USA is facing bankruptcy, they’re furthering investment in China. Is there not a problem here? The bailout money should come with strict conditions to build more R&D facilities in the USA, to guarantee American jobs and not Chinese ones.
