China to relax rules on disabled drivers


More disabled drivers will be able to take to the roads in the next few years as China relaxes the laws on disabled motorists according to Xinhua:

China’s Ministry of Public Security recently issued an amendment to driving license rules, giving more disabled people the rights to sit behind the wheel.

Those with disabled right leg or both legs but able to sit up independently are allowed to drive small-sized automatic transmission cars which are specially designed for them, according to the new rules which will take effect on April 1.

The present regulation only allows those with disabled left legs to drive.

According to the rules, special signs are required on both the front and rear of these cars.

The hearing-impaired can apply for driving licenses to drive small-sized cars if they wear hearing aids and pass hearing tests, according to the rules.

People without the right thumb or distal finger joints are also allowed to apply for licenses to drive small-sized motor vehicles.

However, before applying for the license, these applicants have to pass health tests first and disabled drivers are required to have body check every three years.

An official with the ministry’s traffic bureau said that the ministry would positively promote disabled people’s driving rights on the premise of full preparation and safety guarantee since it “not only concerns their needs to drive, but also affects the safety of other traffic participants.”

According to the official, the ministry will also cooperate with other organizations on researching the possibility of driving for deaf people and those with disabled upper limbs.

          Depends on what you are talking about. Can’t argue against big general comments that don’t have enough detail. If you are talking about US car brands I could care less. I would never buy one of them anyway.

          If you are talking about car sales. China is dumping tons of money into incentives to keep car sales going strong also. Every major car brand that exports cars is feeling it. Chinese brands were just lucky that they weren’t to the point of exporting many cars yet. Once they do get to that point they are going to be effected like everyone else.

          isn’t just about cars, Head Honcho. it strikes me how closed minded you are. you live in China and yet you know surprisingly little about it. the U.S. dumped even more money than China, and the money just ended up as waste, but in China, strong effects were seen in a very short time. This is not just about cars, you’re American and you would never buy an American car, but it has been proven that a majority of the Chinese are quite optimistic about their auto industry and manufacturers. In a survey done world wide, China ranked highest on satisfaction and support given to their government. More than 80% of their population were happy with the government and the way they live, compared to the less than 20% in Western countries. the number of violent crime in the same year (China vs US) was 554678 vs 1400000, and the population in China is almost five times of the States. These are only raindrops in the vast ocean, very small examples. you can be a closed minded nationalist (the U.S. is always fantastic, while China sucks etc.) if you want, but the truth is the truth.

          I am not going to argue with you on satisfaction with the government in China. Chinese are very loyal to their country and government. More so than most countries. Q you can do anything other than call names. You don’t know how to discuss anything civilized.

          At lease Right can make a point. I know the US has waisted billions of dollars on GM. I wish they had let it go. But it also is not like the Chinese Government isn’t behind and pushing car sales in China. They own how many of car companies in China? One of the arguments in the US was that the US was becoming too much like China by the government owning GM. I am not arguing anything either way. Just what people were saying.

          I have no problem saying bad things about the US. You are the ones that keep making comments that I am. If you read what I have said I have never said the US is better. You seem to read that into what I say. I have never said China is perfect either. All countries are far from it. I just didn’t see the place for the statement. I thought the statement up top about China getting better and US falling was suppose to be related to the article and if you put those together it makes no sense at all.

          Chinese should be optimistic about their auto industry. I am too actually. From all he negative things I have said about Chinese cars you all seem to miss the things I have said. I am negative on Chinese cars NOW. I wouldn’t buy one now. Someday I am sure the will be good. There is no doubt they will have strong world wide grip on car sales. My guess is 10 years from now. I could be wrong but that is my guess. I do have one concern about car sales in China though. All the car companies are still ramping up production here. Obviously roads are not keeping up with car sales as well as parking. I saw the last apartment complex I lived at fill up from many empty parking spots to everyone double parked in 1.5 years. No one is building tall parking garages around here and the flow of traffic on the roads in towns isn’t being adjusted much. Where are all these cars going to be driving? I can now walk to work faster than I can get their in a car. Everyone I spend time with is talking about buying a car here. Back home in California where I live there is no public transportation. You can’t get around without a car. There are 2 taxis in my whole town. Here there are taxis, busese and trains. The roads can only get more crowded at this point. I am pretty happy our train/subway to downtown shenzhen finishes this next year. A 30 minute drive is often 2 hours to get there now.

          That’s all. Read it how you want. Q isn’t capable of seeing that I know but seems you are able to Right.

    I did not read the whole thing you wrote, Head Honcho, just a glimps. But being negative doesn’t mean you have to bash everything (about your older posts). Maybe the Sates need to follow China’s example, it’s constantly on the news, people wondering about whether China is actually the few countries doing it right, and that they should follow it’s lead. It’s true that the Sates is getting worse and worse while China is getting better and better. You don’t have to worry about roads, I heard China is planning to build(and has already completed some of the) 5000kms (or maybe more) of the world’s fastest, safest, and most advanced super high speed railway, and they are planning to double the amount of roads they have in one decade. They also have started construction on 100000 more skyscrapers to expand business, and create space for more people to live. It is natrual for California to have more space since their poulation is even less than some major Chinese cities.

      Once they get some police on the highways so people drive in a way that doesn’t cause an accident and traffic jam every 5 miles. Then the highways will be safe. If there weren’t so many accidents the roads wouldn’t be nearly the problem that they are. Once there is an accident everyone goes to doing anything possible to get past it. Driving on the wrong side of the road, on the sidewalk, on the shoulder. Then there are more accidents and everyone is stuck. Lower that problem and the amount of roads is way less important.

      They could be fast highways if you didn’t always run up on someone going 30kph in the middle of it.

        ok… I don’t get your point or what you are trying to say. Write it clearer next time, and by the way, the States has more car accidents when it is in ratio with their population.
