Polycentric city mode is remedy for Beijing’s traffic jam
Beijing’s traffic problem is getting worse, unless Beijing changes its singular CBD mode and does not rely on the ring roads too much.
The Beijing municipal government has been always relying on ring roads to solve the traffic problems. The earliest No.2 ring road was built in 1960s. But the population and vehicles in Beijing have been growing rapidly in the past 20 years. Now the No.6 ring road is about 20km away from the downtown area.
The municipal government has realized the problem and taken several measures to relieve the traffic jam. It has issued an unwelcome policy to restrict the registered number of new vehicles recently.The industry experts call for a more radical solution: developing multiple business districts. An expert said that Beijing should have considered constructing railways when the population reaches about 8 million, and expanding the subway system and bringing more buses to roads won’t work now when the population reaches 22 million.

I just want to make more clear what Susan’s meaning was in the last sentence: “expanding the subway system and bringing more buses to roads won’t work now when the population reaches 22 million.” You mean “expanding the subway system and adding more buses to Beijing’s roads will fail to provide adequate services to a population that has already reached 22 million?”
It’s just what the expert said. Maybe he wants to say it’s too late now.
